William P. Templeman practices in the firm’s core areas of administrative/regulatory law and commercial law and litigation. Mr. Templeman is especially proficient in the areas of utilities and telecommunications law. Mr. Templeman has represented telecommunications and electric utilities before the New Mexico Public Regulation Commission in a variety of complex matters, including certification, ratemaking, rulemaking, complaints, and financing. He currently represents the New Mexico Exchange Carrier Group, an association of rural telecommunications companies, before the Public Regulation Commission and the New Mexico Legislature. He handles the regulatory, litigation, employment and general corporate legal work for many of the association’s member companies. He also represents several large commercial customers to protect their interests in electric utility rate matters at the Public Regulation Commission. Over his career, Mr. Templeman has participated extensively in the alternative dispute resolution process, serving as an arbitrator, mediator, and litigator in a wide variety of disputes. He is listed in the 2009-2019 editions of The Best Lawyers in America in the category of Administrative/Regulatory Law. He was also named by Best Lawyers as the 2013 “Best Lawyer” in Santa Fe in the Administrative/Regulatory Law category. He has been AV Preeminent rated by Martindale-Hubbell, for many years.
