Competent on zoning issues, but communication could improve

I engaged Tom Davis at Holland & Knight for assistance with a complex zoning variance for a commercial property development in DC. His knowledge of land use law is evident, and his background in government relations was a definite asset when navigating the local regulatory landscape. He understood the technicalities of the application process and his analysis of the relevant ordinances was thorough. However, my experience was mixed. While the legal work was solid, there were noticeable delays in receiving responses to emails, sometimes taking several business days. This created some anxiety during time-sensitive phases of the project. For straightforward legal advice on government contracts or land use, Tom is certainly capable, and his recognition in those practice areas is understandable. Yet, for clients who prioritize consistent, proactive communication and detailed project management alongside legal expertise, expectations may need to be managed. He resolved our core issue adequately, but the overall client service experience felt more transactional than collaborative.
