In this role, she represents health systems, hospitals, physician groups, dental practices, community health centers and others in the health care industry, partnering with these clients on a broad range of regulatory and corporate matters.In the regulatory space, her work includes extensive analysis of provider arrangements for fraud and abuse purposes, client counseling regarding HIPAA and patient privacy matters, representation of providers in government payer audits and representation of applicants and intervenors in certificate of need proceedings. In the corporate space, her work includes advising on entity formation and governance and the drafting and negotiation of clinical and non-clinical agreements for health care providers. For the firm’s health care system and hospital clients, she has extensive experience in medical staff matters, from initial privileging through the imposition of restrictions and suspensions and the handling of disputes. Knowledgeable but communication could be more consistent

Stephanie Sprague Sobkowiak at Harris Beach Murtha is clearly an expert in health care law, as her multiple 'Lawyer of the Year' recognitions in Stamford attest. We engaged her firm for guidance on a contractual dispute between our small dental practice and a management services organization. Her analysis of the agreement and the regulatory landscape was thorough and precise, demonstrating her 21 years of experience representing providers. However, the overall experience was mixed. While the final work product was solid, there were periods where communication lagged, making it difficult to get status updates or simple clarifications without multiple follow-ups. Her expertise is undeniable, and for complex health law matters, her knowledge from Boston College Law School is evident. Yet, for the premium rate, we expected more proactive client management. She resolved our issue competently, but the process felt more transactional than collaborative.
