Scott graduated from Harvard Law School where he was the Articles Editor of the Harvard Environmental Law Review. He has served as an Adjunct Professor at the University of Texas Law School where he taught Climate Change Law. In 2011, he published a book entitled Carbon Trading Law and Practice. He has published numerous articles and has made many presentations and speeches on environmental and energy issues.
