Mitch Rapaport is a partner in the firm focusing in tax issues related to public finance and infrastructure finance transactions. During his 30 years in practice, Mr. Rapaport has participated in a wide variety of tax-exempt financings, with an emphasis on public-private partnership transactions and other project financings. Mr. Rapaport has worked on numerous public power financings; stadium and convention center transactions; and education, infrastructure and other industrial projects.What do you focus on? Having worked for the U.S. Treasury and IRS and in private practice, I focus my work on three main areas, to assist clients in complex tax-exempt finance transactions and related matters.I have represented many different types of issuers of tax-exempt bonds in structuring their transactions to comply with the federal tax rules, including cities, counties, states, public power systems and universities.I have worked with investment banks, financial advisors and project developers in putting together financings to maximize the use of tax-exempt financings, particularly in projects that involve governmental and private entities working together. I have also done a great deal of work on legislative, regulatory and IRS enforcement matters involving tax-exempt finance on behalf of state and local governments, associations, investment banks and investors.
