Bio

Jimmie Percy is a partner in the Litigation Practice Group and serves on the firm’s board of directors. Jimmie has a broad-based litigation practice that encompasses complex litigation involving business and commercial transactions, environmental and toxic torts, catastrophic injuries, police liability, municipal liability, state and local tax issues, as well as all aspects of insurance coverage disputes. He has extensive experience in oil and gas and pipeline-related litigation, including disputes involving expropriation of right of way for natural gas, crude oil, and liquids pipelines, pipeline agreements, claims and defense against pipelines, as well as in the defense of pipeline regulatory and environmental permits. He provides seamless representation to clients at every step — from pre-trial strategy development and presentation of arguments before judges and juries, through trial verdict and subsequent appeals — thereby eliminating unnecessary handoffs. Jimmie also has unparalleled experience in administrative law and handles a broad spectrum of state and local administrative matters before various boards, commissions, and administrative agencies such as the Louisiana Departments of Environmental Quality, Natural Resources, and Revenue and Taxation, as well as the Alcohol and Tobacco Commissioner and the Public Service Commission. Jimmie often provides technical testimony before the Louisiana state legislature and various local legislative bodies, such as municipal councils and parish police juries, on behalf of his clients. He has represented major solid and hazardous waste collection and disposal companies in Louisiana, regularly handling the regulatory aspects of the Louisiana operations, including permitting and enforcement actions, as well as litigation involving such activities in the state. Jimmie also has represented industrial facilities in claims relating to emissions from such facilities. Among recent matters, Jimmie successfully represented an oil company in relation to a sinkhole located in a Louisiana parish, and won a unanimous Louisiana Supreme Court decision in favor of his client, a district attorney, in a dispute involving constitutional and statutory powers. Jimmie has served as deputy director of the Louisiana Municipal Association, as special assistant parish attorney for the City of Baton Rouge, Parish of East Baton Rouge, as a member of the Ascension Parish Notarial Board, and as a special master for the 18th and 19th Judicial District courts of Louisiana. Jimmie has also served as an adjunct professor at the Southern University Law Center. He has given numerous presentations to legal and industry groups on litigation, administrative law, and other areas in which he has in-depth experience and knowledge. Deeply committed to the community, Jimmie has held leadership positions and served on the boards of several civic and non-profit charitable entities. He is currently a member of the boards of directors of the Greater Baton Rouge Food Bank and the Capitol Area Law Enforcement Foundation (CALEF). A seasoned and effective advocate for complex litigation

Mr. Percy represented our company in a contentious environmental compliance dispute. His deep knowledge, honed over decades, was immediately apparent. He leveraged his recognized expertise in environmental litigation to craft a strategy that protected our interests without unnecessary escalation. His courtroom presence is commanding, and his advice is always pragmatic. While his billing rates reflect his stature, and communication sometimes had brief delays due to his caseload, the outcome was worth it. We felt secure having a lawyer of his caliber and experience on our side.
