Catherine Little counsels clients on energy-related environmental and administrative law at all levels of federal, state and local government, with particular emphasis on regulatory compliance, enforcement defense and administrative adjudication under the Pipeline Safety Act, Clean Water Act (including wetlands) and the Oil Pollution Act. Catherine regularly advises clients with respect to pipeline safety regulatory compliance issues, permitting, spill and release reporting, as well as natural resource damage assessment claims. She conducts large-scale confidential investigations and compliance audits to assist companies in identifying legal risks and preparing defenses. Catherine’s clients include oil and natural gas pipelines, chemical companies and other major utility and manufacturing concerns.Catherine has served as a moderator, speaker and panelist at legal and industry conferences and seminars around the country, and is the author of numerous articles, book chapters and editorials on environmental, compliance and regulatory issues. Expert guidance through a complex regulatory challenge

Catherine Little provided exceptional counsel during a challenging FERC compliance review for our midstream energy company. Her deep knowledge of federal and state energy regulations, honed over three decades, was immediately apparent. She anticipated agency concerns we hadn't considered and navigated the administrative process with remarkable efficiency.
